MT Administrative Register (MARs)
The State Law Library of Montana website now features the Montana Administrative Registers (MARs) 1976 to 1999. The Montana Secretary of State website continues maintaining the most recent issues, as well as archived issues 2000 to present. The completion of this digitization project supports the State Law Library’s mission to provide access to Montana’s legal history and resources.
What is the MAR?
The Montana Administrative Register (MAR or Register), published twice-monthly by the Montana Secretary of State, provides the official notices required in the state administrative rulemaking process. Organized in three sections, the MAR contains notices of proposed rules or regulations, notices of adopted rules and interpretations.
The Proposed Notice Section provides information on rules to be promulgated, amended or repealed. Generally, this section also includes the agency’s rationale for the proposed changes, citations to statutory authority for the rule and information regarding public comment and related hearings. The Rule Adoptions Section contains final rule notices, also showing any changes from the original proposed rule and responses to written public comments. The Interpretation Section includes the Attorney General’s opinions and state declaratory rulings.
